"Unknown Publisher" being shown on all popups
I have a desktop with windows 7 Home Premium. Everytime I try to run an executable to install software, or run an ActiveX component, I get the standard popup stating that there is a program trying to access files on my computer.
The problem I am encountering is that all non-microsoft products, the publisher comes up as "Unknown Publisher". If I click run or open when alerted, the application does not run, or open. Nothing happens. I cannot even run Anti-Virus
updates (Norton 360) as it keeps telling me "Digital Signature not verified".
I've turned off UAC, I've allowed IE to run unsigned applications. This had no effect. I also went through KB822798 with no success.
I have looked at the digital signatures on the executables, on the certificate path, I can see that the Primary CA is ok, the code signing CA is also ok, but the application itself says "Digital Signature not verified".
I really would like to avoid reinstalling Windows. Anyone have any suggestions?

Hi,
Does it happen to all non-Microsoft applications? The download or local programs?
You can try the following steps:
1. Click Start, input “gpedit.msc”(without quotation), run as administrator.
2. Navigate to User Configuration – Administrative Templates – Windows Components – Attachment Manager
3. On the right panel, double click “Inclusion list for low file types”
4. Check Enable, and add “.exe” under the “Specify low risk extensions” (without quotation)
5. Apply – OK.
Now check if the issue persists.

I have a similar issue. Would you be able to give me a hand. I have Windows 7 Home Premium and recently all of my Microsoft programs are showing up from an unknown publisher from file location on hard drive? I have my microsoft root certificates
installed and tried deleting and adding the environmental variables again and restarting. Would renaming or deleting the catroot2 folder cause this to happen? If you could supply me with some information I would appreciate it. Thank you!
